Mali: government separates national domain and cadaster office into two distinct entities

(Ecofin Agency) - At the end of the council of ministers held last March 22, two bills related to the establishment, organization and operating structure of the National Directorate of Cadaster and that of Domains were adopted. The two institutions will arise from the division of the National Cadaster and Domains Directorate, which is in charge of land affairs in Mali. “The adoption of these bills will help boost management and tenure of land and related data, mainly by preserving public and private domains, valorizing land plots, keeping documents related to urban planning and land development up-to-date, while broadening tax base,” said minister of State domains and land affairs, Mohamed Aly Bathily.

In details, the National Directorate of Cadaster “will monitor topographic works in relation to land and participate to the registration of public properties as well as of those owned by individuals or communities. Moreover, it will develop and update plans and database for cadastral data, determine the market and rental values of built and bare properties and fix the values of business goodwill and costs of permits including expropriation compensation,” states website Malijet.

As for the National Domain Directorate, it will be tasked “with activities such as acquisition, conservation, management of public properties, conducting studies to boost land and domain revenues. It will also, in behalf of the State, and sometimes localities, collect land royalties and taxes which are not under the umbrella of another State service”.
