Benin’s government has approved the Ministry of Defense’s 2025–2029 strategic plan, aiming to improve performance, ensure operational readiness of the armed forces, and strengthen their role internationally. The decision was taken during the Council of Ministers meeting on September 3, 2025.
The plan was developed through an inclusive approach, aligned with national development programs and sustainable development goals. It envisions the Benin Armed Forces (FAB) as a modern, outward-looking, republican army by 2029, contributing both to national development and to international peace and security.
The strategy comes amid ongoing security challenges, with Benin facing jihadist attacks in the north near its borders with Burkina Faso and Niger.
To address these threats, the government has stepped up cooperation with international partners. Notably, it signed a defense agreement with the United States to enhance interoperability, preparedness, and effectiveness of both armies.
For 2025, Benin increased its defense budget by 18% to CFA118 billion ($209 million), reflecting its efforts to strengthen national security while modernizing the armed forces.
