After the cabinet reshuffle of 10 August 2015 in Congo, the new minister of Communication has officially been invested this 19 August in Brazzaville. Thierry Moungalla (photo) has fixed the priorities for his action.
The time has come to move to the Digital Terrestrial Television (TNT) for which Congo missed the deadline of 17 June. "There is an absolute priority for the communications and media sector, it is the successful transition to the Digital Terrestrial Television", said the new minister of Communication and Media, also spokesperson for the government. Thierry Moungalla recalled that the passage to the TNT is an international diplomatic commitment taken at the International Telecommunications Union.
The other priority is the media sector in general, prior to the start of the African Games which Congo will host in September. The Congolese National Television will be at the heart of this event to ensure an optimal coverage, said Thierry Moungalla. He moreover announced that the television program schedule would be beefed up, personnel would be trained and the broadcasting level would be raised to meet the requirements of the digital.
Generally speaking, the ministry will have to ensure a harmonious coordination between the public and private media. It is not a coincidence that it is now referred to as the ministry of Communication and Media. Training for journalists and technicians will also be a priority.
But there is some prior work to complete. This includes the bill on the creation of the Higher Institute of Information and Communication, some application texts based on law n°8 -2001 on freedom of information and communication, as well as bills of law on the reform of the Congolese national television, radio, national press into public companies with industrial and commercial vocation.
