The Office of the President of Mali announced, on 24th September, a cabinet reshuffle marked in particular by the changes at the key offices of Security and Justice. Colonel Salif Traoré is thus appointed minister of Security and Civil Protection in replacement of Sada Samaké.
Judge Sanogo Aminata Mallé succeeds Mamadou Diarra at the head of the department of Justice and Human Rights.
Marie-Madeleine Togo is now Minister of Health, replacing Ousmane Koné, appointed at the Sanitation, Environment and Sustainable Development office.
Furthermore, Cheickna Seydi Ahamady Diawara, who was Minister of National Planning and Population, has been granted the new portfolio of African Integration and International Cooperation.
The former Minister of Environment, Sanitation and Sustainable Development, Mohamed Erlaf, is now at the head of the department of Decentralisation and State Reform, a ministry which did not previously exist.
The new reshuffled executive has 31 ministers, against 29 previously. According to an adviser of Malian President Ibrahim Boubacar Keita, “the difficult management of security in the country” and “slowness in changes in the justice particular explain the departure of former Malian ministers of Security and Justice”.
Most of the Jihadist groups have been driven out of Northern Mali following the launch in January 2013, on the initiative of France, of an international army intervention which is ongoing. But some zones are still outside the control of the Malian and foreign forces. The Jihadist attacks are not only happening in the north. They have spread since the beginning of the year towards the centre of the country, and from June, the south as well.
