Togo Allocates $126.6 Million to Advance 2030 Energy Goal

Togo plans to mobilize $126.6 million, or about CFA70 billion, in 2026 to advance its energy policy and move toward universal electricity coverage by 2030.

The 2026 budget allocates the envelope to the Ministry Delegate in charge of Energy and Mines. The allocation represents about 99% of the ministry’s annual budget, which totals CFA71 billion.

Authorities will use the funds to continue several ongoing structural projects. The government will pursue the electrification of 317 localities and expand the Tinga Fund, a mechanism that facilitates electricity access for vulnerable households.

Authorities will also allocate part of the resources to extend the Blitta solar photovoltaic power plant. In addition, the government will initiate organizational reforms and strengthen governance at the Togo Electric Power Company (CEET), the national utility.

In 2026, Togo will also begin implementing its “National Energy Pact” under the Mission 300 initiative. The program includes the construction of 161 kV transmission lines to reinforce electricity supply and expand access to an estimated 1.5 million potential beneficiaries.

Togo faces rising electricity demand, persistent budget constraints and the need to modernize fragile and insufficiently extended networks despite recent electrification gains. Authorities said recent initiatives enabled the country to reach an electricity coverage rate of 75% at the end of 2025.
