(PRESIDENCE DE LA GUINEE) - As part of the implementation of the vision championed by His Excellency Mamadi DOUMBOUYA, Head of State, the Minister Director of Cabinet of the Presidency, the Minister of Mines and Geology, together with several members of the Government, in partnership with Winning Consortium Alumina Guinea (WCAG), officially launched on Friday, December 12, 2025, in Dobali, Boké Prefecture, the construction works of the WCAG alumina refinery.
The launch ceremony was held in the presence of senior government officials, members of the diplomatic corps, industrial partners, administrative and traditional authorities, as well as local communities from Boké and the Lower Guinea region.
A flagship project aligned with the Simandou 2040 Programme
The WCAG alumina refinery project is fully aligned with the Simandou 2040 Sustainable and Responsible Socio-Economic Development Programme, promoted by the Head of State as the strategic framework for Guinea’s national transformation. It directly contributes to the pillars dedicated to (1) industrialization and local value addition of natural resources, as well as (3) infrastructure development, in support of inclusive and sustainable growth.
With an annual production capacity of 1.2 million tonnes of alumina and an investment exceeding USD 1.2 billion, this refinery ranks among the most ambitious industrial infrastructures ever undertaken in the Republic of Guinea. It represents a decisive step towards the country’s integration into the global aluminium value chain, moving beyond the export of raw bauxite.
A driver of economic transformation and productive capacity
The WCAG refinery will rely on modern industrial technologies, high energy-efficiency equipment, and environmental standards in line with international best practices. The project will generate direct and indirect employment, promote local content, enable skills and technology transfer, and strengthen the local economic fabric for the benefit of communities in Boké and the wider Lower Guinea region.
“What we are launching today is not merely a project; it is a vision, a transformation, and a promise fulfilled. This refinery marks a decisive step in Guinea’s move further downstream within the global aluminium value chain. Guinea is no longer only a mining country, it is becoming an industrial nation,” said Mr. Djiba Diakité, Minister Director of Cabinet of the President of the Republic and Chairman of the Simandou Strategic Committee.
