Mozambique LNG Opens New Contracts to Local Companies as Project Restarts

  • Mozambique LNG is offering contracts to local firms across construction, logistics, and services
  • The move aligns with government efforts to boost local content in extractive projects
  • The project is gradually resuming after a 2021 suspension due to security concerns

Business opportunities linked to the Mozambique LNG project have been presented to local companies as the gas development moves toward a gradual restart.

At a meeting held in Maputo, project stakeholders outlined available contracts across several segments, including construction, logistics, maintenance, and services, according to Club of Mozambique. Local firms have been encouraged to position themselves to capture part of this activity.

The outreach reflects Mozambique’s broader local content policy, which aims to increase the participation of domestic companies in large extractive projects, particularly in the oil and gas sector. A 2023 World Bank report notes that such policies are designed to maximize in-country economic benefits.

Led by a consortium headed by France’s TotalEnergies, Mozambique LNG targets the development of the Golfinho and Atum gas fields in the offshore Rovuma Basin. The project is expected to produce about 13.1 million tons of liquefied natural gas per year, according to official data.

Work on the project was suspended in 2021 due to security concerns in Cabo Delgado province. Efforts to restart activities have since gained momentum. As previously reported by Ecofin Agency, expressions of interest have been launched to identify service providers, particularly for logistics operations.

In early March 2026, Mozambican authorities tightened oversight of LNG projects in the Rovuma Basin by setting up an interministerial committee to supervise revisions to the development plans for the Golfinho and Atum fields, linked to Mozambique LNG (Area 1) and Rovuma LNG (Area 4).

The call for greater involvement of local companies also echoes earlier demands from industry leaders. In February 2025, Florival Mucave, president of the Mozambique Energy Chamber, urged the government to create conditions for stronger local participation in the oil and gas sector, arguing that it is essential “to develop the industry and the country.”
