About 75.68 percent of Beninese aged 15 and over were in the labor force in 2024, according to data from The Global Economy. Although this is one of the highest rates in the region, it reflects the economic pressure on most people to work simply to meet basic needs rather than the strength of the job market.
The official unemployment rate, consistently reported at below 3 percent, underscores that pressure. In a country with no unemployment benefits or meaningful social safety net, as noted by the Danish Trade Union Development Agency (DTDA), being unemployed is rarely an option. Many people turn to unstable, irregular or low-paid work to earn a minimum income.
Broader labor-market data supports this picture. According to the DTDA’s Labour Market Profile 2025/2026, more than 90 percent of jobs in Benin are informal. Most workers are in sectors with no protections and no prospects for advancement. The high labor force participation rate therefore reflects an economy where people work to survive, not one that offers quality employment.
The remaining 24 percent of the population outside the labor force includes students, women performing unpaid domestic work and people discouraged by a lack of opportunities. Their situation shows a need for greater investment in training, career guidance and improved access to the labor market for women in order to transform employment conditions in a lasting way.
