Madagascar Dissolves Government, Invites Citizens To Apply For Ministerial Posts

Malagasy President Andry Rajoelina dissolved his government on Monday and made an unprecedented public appeal for citizens, especially young people, to apply for ministerial posts.

In a statement released Tuesday, the presidency announced that interested candidates could submit their résumés directly to the Presidential Palace via email or even through LinkedIn.

The announcement follows the president’s televised address on Monday, where he invoked Article 54 of the Constitution to terminate the mandates of the Prime Minister and the entire ministerial team. Rajoelina pledged to appoint a new head of government within three days.

The decisions come after a wave of mass protests led primarily by the "Gen Z" movement, mobilized against persistent water and electricity cuts and demanding respect for fundamental freedoms. According to the United Nations, the resulting violence has left at least 22 people dead and more than a hundred injured, with the global body condemning the security forces’ brutal repression.

Acknowledging popular frustration, President Rajoelina publicly apologized. "We were unable to meet your expectations, perhaps we did not even hear your calls and your concerns," he said, regretting the "inability of certain government members to carry out the tasks expected by the population."

Madagascar has faced chronic water scarcity and a deep energy crisis for several years, worsened by outdated infrastructure and the effects of climate change. For its 2025 budget, the dissolved government had allocated 562 billion Malagasy ariarys ($126.6 million) to develop wind and solar farms. Furthermore, three water drilling projects, which were scheduled to start in November 2024 in Ampiriky, Laniera, and Ankadivoribe, were expected to produce 2,400 cubic meters of water per day to alleviate shortages in the capital, Antananarivo.

Beyond forming a new cabinet, Rajoelina announced the creation of a "consultation space" aimed at involving citizens, particularly the youth, in finding solutions to national issues.
