Guinea Appoints Partial Cabinet, Keeps Top Ministers in Place

Guinean President Mamadi Doumbouya appointed 20 members of his new 29-member cabinet by decree on Monday, Feb. 2. The appointments include 18 ministers and two secretaries-general.

Ibrahima Sory Tounkara was named justice minister. General Ahmed Mohamed Oury Diallo was appointed minister of security and civil protection, while Ibrahima Kalil Conde will head territorial administration and decentralization.

Morissanda Kouyate retains the foreign affairs portfolio. Mariama Cire Sylla was appointed minister of economy, finance and budget, and Bouna Sylla was named mines and geology minister.

The government will be tasked with carrying out Doumbouya’s inclusive development agenda, which prioritises education, training and job creation. The cabinet was formed after Doumbouya’s Jan. 27 inauguration for a seven-year term, marking the end of nearly four years of military rule following the September 2021 coup.

Guinea’s economy has shown signs of resilience. In its Guinea Economic Update published in June 2025, the World Bank projected medium-term growth acceleration, driven in part by the launch of the Simandou mining project. GDP growth is expected to reach 6.5% in 2025 before averaging around 10% in 2026-2027.
