(PRESIDENCE DE LA GUINEE) - The Republic of Guinea has taken a major new step in the implementation of the sustainable and responsible Simandou 2040 socio-economic development program with the creation, by decree, of a Delivery Unit, a strategic execution body placed under the direct authority of the Head of State, H.E. Mamadi DOUMBOUYA. This new structure marks a break with traditional approaches and embodies the firm commitment of the Guinean State to establishing more modern, more rigorous, and results-driven governance.
The Simandou 2040 socio-economic development program, a true national transformation roadmap, aims to turn Guinea’s natural resources into a sustainable driver of shared prosperity. Built on a long-term vision, it foresees more than USD 200 billion in investments across: (1) agriculture, agro-industry & trade, (2) education & culture, (3) infrastructure, transport & technologies, (4) economy, finance & insurance, and (5) health & well-being.
The Delivery Unit is responsible for the effective execution and monitoring of the Simandou 2040 Program under the supervision of the Simandou Strategic Committee, with the support of ministerial delivery task forces. It will ensure the coordination of actions, strict performance monitoring, the resolution of bottlenecks, and continuous alignment with the strategic priorities set out in the Program. Its positioning at the highest level of the State is intended to accelerate decision-making, enhance transparency, and ensure coherent steering of all projects and reforms within the Program.
The establishment of the Delivery Unit is part of a broader effort to modernize Guinean governance. As the integrated Simandou megaproject enters its production phase, the challenge now is to transform this opportunity into inclusive growth, sustainable jobs, and tangible progress for the population. This new institutional architecture reflects the country’s ambition: to make the Simandou 2040 Program an African model of strategic management, public performance, and economic transformation.
