  • Morocco and Russia signed a memorandum of understanding (MoU) on October 16, 2025, to establish a joint working committee between their foreign ministries.
  • The committee will assess the progress of bilateral ties and propose new high-value areas of cooperation.
  • The move signals both countries’ intent to deepen and modernize their partnership amid shifting global alliances.

Morocco’s Foreign Minister Nasser Bourita and his Russian counterpart Sergey Lavrov signed a memorandum of understanding on October 16, 2025, to create a joint working committee, according to a statement from Morocco’s Ministry of Foreign Affairs.

The ministry said the new mechanism will enable both countries to review their existing cooperation framework and explore new fields of partnership with strong economic and strategic potential.

The agreement aims to evaluate the current state of bilateral relations and “formulate proposals to identify new areas of high-value cooperation to deepen bilateral relations and project them resolutely into the future,” the ministry statement said.
