Liberia Signs $30 Million Road Upgrade Deal With BADEA

The Liberian government and the Arab Bank for Economic Development in Africa signed a $30 million financing agreement. The agreement aims to modernize the Salayea–Konia road in Lofa County.

The project seeks to reduce travel time and stimulate economic activity. Authorities expect the project to support agriculture and trade in northern Liberia.

The parties signed the agreement on January 26, 2026. The financing package includes a $700,000 grant. The grant targets improvements in healthcare service delivery along the Gbarnga–Voinjama road corridor, a strategic route serving several northern communities.

Health Minister Dr. Louise Mapleh Kpoto highlighted the connection between infrastructure and healthcare outcomes.

“This initiative highlights the fact that roads and health are closely linked. When roads improve, access to healthcare improves; and when clinics are strengthened, lives are saved,” Kpoto said.

The financing followed a visit by BADEA officials on Friday, January 23. The visit focused on discussions around additional financing opportunities. Talks covered sectors including energy and water.

Liberia continues to face significant road infrastructure deficits. The government said more than 88% of the national road network remains unpaved. Authorities outlined this assessment in the 2025–2029 national development plan titled Arrest Agenda for Inclusive Development.

The plan recognizes infrastructure as essential to inclusive economic growth and improved livelihoods. The government aims to reduce infrastructure gaps through public and private investment.

Liberia already pursues infrastructure initiatives with private partners. The country currently oversees the construction of two interchanges in Congo Town.

In November 2025, authorities reviewed a $365 million concession project. The project aims to build and operate five road corridors totaling 255 kilometers over five years.
