Togo is putting in place a strategic framework to structure the projects it submits to the Green Climate Fund (GCF). The government aims to improve coherence across initiatives, strengthen technical capacity and expand access to international climate financing.
The country adopted a national framework for the identification and formulation of GCF projects at the end of last week in Lomé. The Ministry of Environment, Forest Resources, Coastal Protection and Climate Change validated the initiative during a meeting with national stakeholders.
The mechanism brings together actors from several entities, including the Presidency of the Council, the High Council for the Sea, line ministries, civil-society organizations and research structures from public universities. The new framework aims to structure, harmonize and secure the entire project-development process for GCF submissions.
The system will introduce a standardized procedure for the analysis, selection and prioritization of initiatives, as well as for the evaluation of outcomes related to climate-change adaptation and emissions reduction.
The framework will support project developers in preparing concept notes and full funding proposals in line with the GCF’s requirements, norms and financing standards.
Environment Minister Dodzi Kokoroko said the initiative will strengthen coordination of public–private partnership (PPP) projects for more effective implementation on the ground. He emphasized that PPP structuring remains a major challenge for the ministry and stated that improved governance in this area will also help Togo “optimize its participation in international climate conferences, including the COPs.”
