The fourth mobile telephony operator in Angola is now known. Its name is Telstar, created on January 26, 2018.
It won the international competitive call for proposals launched in 2017 by the national telecommunications board (DNT). The winner was announced on April 12, 2019, by Pedro Mendes de Carvalho, head of the DNT.
According to the official, out of the 27 firms that expressed their interests in the call for proposals, six effectively prepared their bid but three submitted it. Out of those three, two were invited to submit their technical and financial bids.
The bidders were evaluated based on various technical and financial aspects, notably, the investment, service quality, contingency, spectrum use, network management and security as well as business strategy.
Telstar thus won a unified licence thanks to which it would introduce any kind of network technology (2G, 3G or 4G) it deems best for its rapid growth. It will have to negotiate the licensing terms and conditions with the Angolan Institute for communications (INACOM) and effectively kick off operations. It will then join its three competitors that are the market leaders Unitel, Movicel and Angola Telecom.
