The Regulatory Authority for Electronic and Postal Communications (ARCEP) of Benin has been preparing since 15 September 2015 to introduce mobile number portability in the country. It was on this date that the Telecom Regulator officially launched the study relating to this revolution in the national telecom sector, in the company of representatives of telecom operators.
As the result of the study which has been entrusted to the firm OpenIT, Benin expects, on the basis of relevant legislation and a benchmark carried out in countries with economies similar to its own, a report on the impact of mobile number portability on the Beninese environment, eventual barriers which could prevent its set up and solutions to counter them. The study should equally define the cost of implementation, notably for the regulator and the operators, the cost of porting and routing and the impact of portability on traffic control and numbering fees.
The Beninese telecom market is contested by five operators which are Bell Benin Communications, Etisalat Benin, Glo Mobile, Libercom and Spacetel Benin. In 2014, according to ARCEP statistics, they shared a market of 9,627,447 subscribers.
