Gabon parliament launches GTLAN platform and redesigned institutional website
System digitizes legislative process, improving speed, traceability, and collaboration
Initiative aims to boost transparency, efficiency, and public access to information
Gabon’s National Assembly last week launched a new legislative management platform, GTLAN (Gestion des travaux législatifs de l’Assemblée nationale), alongside a redesigned institutional website. Both tools were developed by the National Agency for Digital Infrastructure and Frequencies (ANINF).
“GTLAN meets a clear need: to structure, secure and streamline the entire legislative process. We are moving from manual processes to an integrated digital system that is faster and more reliable,” said Alberto Wenceslas Mounguengui Moudoki, director general of ANINF.
The platform centralizes legislative texts and tracks them in real time, ensures procedural traceability and facilitates collaboration among parliamentary stakeholders. It automates several steps in the legislative process, moving away from procedures that have remained largely manual. The new website is designed to improve public access to information and strengthen institutional communication.
Beyond the technology, the initiative also addresses a governance challenge. By digitizing its processes, parliament aims to improve efficiency, reduce processing times and strengthen the transparency of public decision-making. Greater traceability of legislative work and broader information-sharing are expected to make parliamentary activity more transparent at a time of rising demands for accountability.
The initiative follows strategic decisions taken at the fifth Steering Committee of the eGabon and Gabon Digital programmes, held last February. The Gabon Digital programme has a budget of 44 billion CFA francs (approximately $78.6 million), financed by the World Bank.
Several African parliaments have already integrated information and communications technology into their operations. South Africa, Zimbabwe, Morocco and Mauritius are among the most advanced in this area.
