Sudanese authorities plan to expand digital financial services by deploying USSD technology. The government announced on Sunday, March 15, in coordination with the central bank and the telecommunications regulator, the rollout of the service to expand access to banking services, particularly for the unbanked population.
The technology uses short codes available on any mobile phone. Once connected, users can check their balance, transfer money and view their transaction history. This method, which is simple and low-cost, uses existing telecom infrastructure, making it easier to deploy at scale, including in rural areas.
“This step aims to expand the use of simplified digital channels, enabling citizens to access financial services via mobile phones, particularly in areas lacking internet connectivity, where using smart apps is difficult, or during times of high application traffic,” Sudan's telecommunications regulator said in a statement.
Sudan had 17.8 million active mobile lines as of the end of 2025, representing 34.1% of the total population, according to DataReportal.
Beyond the technology itself, the project requires close coordination between institutions. The central bank regulates financial services and ensures transaction security, while telecom authorities ensure network access and service stability. Authorities aim to increase the number of people using banking services.
