Liberia has launched a reform of its public administration centered on results-based governance, introducing a digital system to track government performance. In an April 22 statement, authorities said President Joseph Boakai has signed performance contracts with ministries and public agencies for 2026.
These contracts are supported by a digital performance monitoring system designed as a centralized dashboard. The platform is intended to collect and analyze data from government institutions to improve oversight and decision-making. However, authorities have not publicly disclosed detailed technical features of the system.
In its official communication, the government emphasized transparency and the need to make institutions more accountable for their results. The reform also aims to strengthen trust among citizens and international partners, at a time when public sector effectiveness remains under scrutiny.
“The PMCS [Performance Management and Compliance System] is no longer an idea; it is now an active framework shaping institutional performance and service delivery across government,” President Boakai said.
While operational details remain limited, the initiative reflects a broader trend across Africa, where governments are adopting management tools inspired by the private sector to improve public governance.
Liberia continues to lag in digital administration. According to the United Nations, the country scored 0.2513 out of 1 in 2024 on the e-government development index, below the African average of 0.4247.
