The World Bank remains a key technical partner for large-scale national projects. In Ghana, digital transformation sits at the centre of discussions with officials from the UN-backed institution.
Ghana reaffirmed its commitment to deepen cooperation with the World Bank as part of its digital-transformation agenda. A delegation from the international financial institution began a mission in Accra on Thursday, 20 November 2025, under the Ghana Digital Acceleration Project (GDAP), a World Bank-supported programme aimed at modernising the country’s digital ecosystem.
The first day of the mission featured talks with the GDAP coordination unit and a technical visit to the National CERT, the national infrastructure responsible for cyber-incident response. These working sessions assessed the progress made by the Ministry of Communications and Digital Transformation Innovation (MoCDTI) and outlined priorities for the next phase.
The discussions concentrated on strengthening Ghana’s competitiveness in artificial intelligence, expanding digital-sector employment, accelerating the digitalisation of public services and improving cybersecurity resilience. Ghana stands among the continent’s top performers across these segments.
According to the International Telecommunication Union, the country ranks among Africa’s leading cybersecurity models. UN data show that in 2024 Accra scored 0.6034 out of 1 in the Online Services Index (compared with a global average of 0.5754) and 0.6317 in the E-Government Development Index (global average: 0.6382).
Oxford Insights’ 2024 AI Readiness Index placed Ghana in Africa’s top ten, with a score of 43.3 out of 100.
