Algeria Sets Up Commission to Lead Digital “University 4.0” Plan

In Algeria, the University of Continuing Education (UFC) has officially established a commission tasked with steering its transition toward what is described as a “fourth-generation” university, or University 4.0. According to Algeria Press Service (APS), which reported the announcement on March 12 the initiative reflects the sector’s broader shift toward adapting to global technological change and strengthening the role of universities in innovation.

The public institution, dedicated to distance learning, views the step as part of its ambition to build a smart and innovative university capable of addressing future challenges while contributing more effectively to national development and the knowledge economy.

The commission builds on an already advanced digital foundation. In September 2025, during the National Week of Digital Education, Rector Yahia Djaafri said the UFC had trained more than 800 teachers in information and communication technologies, finalized 683 online courses—120 of them in English—and deployed 68 digital platforms dedicated to students. The formal creation of the commission now provides an institutional framework to expand these efforts.

The initiative also fits into a broader transformation across Algeria’s higher education sector. For the 2024–2025 academic year, the Ministry of Higher Education and Scientific Research reports 1,530,230 students enrolled in universities, including 938,673 women, representing 63% of the total. The scale of enrollment highlights both the expansion of the system and the urgency of modernizing academic content.

On the international stage, Algeria’s universities are also gaining visibility. With 46 institutions listed in the QS Arab Region University Rankings 2026, up from 17 in 2025 and 14 in 2024, Algeria now ranks first in both the Maghreb and the Arab world in terms of the number of universities included in the ranking.

The challenge ahead is to convert this academic momentum into tangible improvements in graduate employability—a central objective that the University 4.0 model of higher education is intended to address.
