	  Rwanda, on Wednesday, launched Nkuza Neza, the country's first national results-based financing program for early childhood care and education for three- to five-year-olds. The $13 million initiative aims to boost the quality, inclusion, and accessibility of early childhood development (ECD) institutions nationwide.
The program is led by the National Child Development Agency (NCDA) in partnership with the Education Outcomes Fund (EOF) and is supported by the LEGO Foundation. Over four years, it is expected to cover more than 25,000 children across 390 community ECD centers. The model ties funding to measurable outcomes, particularly for vulnerable children, to generate strong evidence on the most effective educational approaches.
The initiative aligns with Rwanda's broader efforts to strengthen human capital from the earliest years. A UNICEF report noted that the pre-primary enrollment rate in Rwanda was 24.2% in the 2021/2022 academic year. While data has improved over time, the U.N. agency highlighted that access remains especially limited in rural areas.
For the Rwandan government, results-based financing offers an innovative method to promote quality, inclusion, and accountability among educational service providers. Nkuza Neza comes at a time when early childhood development is recognized as a key driver of socioeconomic progress. The World Bank mentioned in a June 2024 article that Rwanda has approximately 31,000 ECD centers serving over 1.2 million children.
By improving access and quality of educational services for three- to five-year-olds, the country hopes to reduce educational inequality, increase school readiness, and support future skills development, while also generating data to guide national policies across Africa.
