Guinea-Bissau Transition Leader Installs New 27-Member Government
Monday, 01 December 2025 16:52
  • Transition president Horta Inta-A Na Man installed a 27-member government led by Prime Minister Ilidio Vieira, who also keeps the Finance portfolio.

  • The cabinet remains mostly civilian but includes five military officers, tasked with restoring order after the 26 November military takeover.

  • ECOWAS and the African Union have suspended Guinea-Bissau, urging a rapid return to constitutional rule amid economic risks flagged by the IMF and World Bank.

Guinea-Bissau’s transition president, General Horta Inta-A Na Man, unveiled the country’s new government on Saturday, November 29, only days after taking office. Prime Minister Ilidio Vieira, former finance minister under President Umaro Sissoco Embaló, retains the Finance portfolio and leads a team of 22 ministers and five secretaries of state, according to media sources.

The administration remains largely civilian. However, it includes five officers: Brigadier General Mamasaliu Embaló becomes minister of the Interior, while General Stive Lassana Manssaly takes over as minister of National Defense. The new team must restore order, stabilize institutions and pave the way for a return to constitutional governance.

The cabinet formation follows the army’s seizure of power on November 26, which interrupted an ongoing electoral process.

ECOWAS and the African Union suspended Guinea-Bissau from all their bodies. Both organisations urged transition authorities to reinstate constitutional rule without delay.

Guinea-Bissau maintains a resilient economic outlook, with growth projected to reach 5.5% in 2025, according to the IMF. Yet the World Bank warns that poor performance in the cashew sector, global commodity shocks and possible fiscal slippage could undermine this trajectory.
