Chad’s Déby Appoints New Government Mixing Continuity and New Faces

Chad’s presidency unveiled the composition of a new government on April 1, combining continuity with new appointments. The cabinet includes 37 ministers and remains led by Prime Minister Allah-Maye Halina. Limane Mahamat retains the portfolio of Territorial Administration and Decentralization as vice prime minister.

Among those reappointed are Abdoulaye Sabre Fadoul, who remains in charge of Foreign Affairs, African Integration, and Chadians Abroad; Tahir Hamid Nguilin, confirmed as minister of Finance, Budget, Economy, Planning, and International Cooperation; and Issakha Malloua Djamous, who continues as minister of the Armed Forces.

Ndolenodji Alixe Naimbaye joins the government as minister of Justice, keeper of the seals, in charge of human rights. Fatimé Haram Acyl is appointed minister of Mines, Petroleum, and Geology. Following the resignation of Tom Erdimi, Sitack Yombatinan Beni takes over as minister of Higher Education.

President Mahamat Idriss Déby Itno came to power in 2021 after the death of his father. A new Constitution was approved by referendum in December 2023 and revised in September 2025. One of the key changes was the extension of the presidential term to seven years, renewable without limit.

In May 2024, Déby won the presidential election. A first government was formed shortly afterward to stabilize the economy and promote national unity, in a context marked by political and security tensions.

The new cabinet is expected to continue implementing reforms under the Chad Connexion 2030 initiative. This program aims to transform the country into a modern, diversified, and inclusive economy, with a focus on governance, social resilience, sustainable growth, and inequality reduction, while also improving connectivity and enhancing its attractiveness to investors.
