Madagascar Steps Down as SADC Chair to Focus on National Agenda

Madagascar announced on Nov. 1, 2025, that it will step down from the presidency of the Southern African Development Community (SADC), a position it assumed at the 45th summit of heads of state and government on Aug. 17.

In an official statement, the government said the decision was driven by a desire to focus national efforts on implementing the country’s “Refoundation” process, which aims to build strong institutions, strengthen national cohesion, and secure long-term stability and prosperity.

Authorities emphasized that the move does not signal any withdrawal from the regional bloc. “This decision in no way calls into question Madagascar’s commitment to the SADC,” the statement said. It added that the Refoundation, supported by popular will, reflects a commitment to peace, stability, and development consistent with the organization’s founding principles.

The decision comes only months after Madagascar fully rejoined the SADC, 15 years after its suspension. Taking the rotating presidency for the first time since joining the bloc in 2005 had been seen as a symbol of the country’s return to the regional stage.

Founded in 1992, the Southern African Development Community brings together 16 member states working to promote economic growth, peace, security, and regional integration through political and socio-economic cooperation. The group’s combined gross domestic product exceeds $841 billion.
