Rwanda and Oman Sign Four MoUs to Expand Economic Cooperation

Rwanda and Oman signed four memorandums of understanding that aim to deepen bilateral relations. The signing took place during an official visit by Rwanda’s Minister of Foreign Affairs, Olivier JP Nduhungirehe, to the Arabian Peninsula on Sunday, January 11, 2026.

The first memorandum covers logistics services and inland dry port operations. The agreement also includes supply chain-related services. The parties aim to support logistics integration and exchange expertise.

The second memorandum focuses on air transport. Oman Air announced the launch of direct flights between Muscat and Kigali. The airline plans to start operations in June 2026, subject to regulatory approvals.

The third memorandum establishes cooperation between the Rwanda Development Board and Oman Airports Management Company. The agreement targets potential investments linked to the development of the new Bugesera airport district in eastern Rwanda.

The fourth memorandum addresses innovation and information and communication technologies. The agreement covers data hosting, cloud services, and data centers between the technology ministries of both countries.

In Muscat, a delegation of senior Rwandan government officials signed the four memorandums with Omani counterparts to deepen cooperation in logistics, aviation, airport development, and digital infrastructure.

“This is a very important moment for Rwanda and for Oman,” Olivier JP Nduhungirehe said. “We have committed to begin implementing the memorandums of understanding we have already signed, as well as those we will sign in the coming days.”

The agreement follows a memorandum signed between Oman and Ethiopia on Monday, January 5, during the first political consultation between the two sides. Oman continues to expand engagement with East African countries as part of broader South-South cooperation and converging strategic interests.

According to the World Bank’s Business Ready 2025 report, published in late December 2025, Rwanda holds the best business climate in sub-Saharan Africa. The country also recorded double-digit economic growth of 11.8% in the third quarter of 2025. Services, agriculture, and industry drove the expansion.

This positioning creates strategic opportunities for Omani companies seeking access to fast-growing markets across multiple sectors.
