Côte d’Ivoire will receive a $322.5 million regional energy compact from the U.S. government's Millennium Challenge Corporation (MCC), the Ivorian government announced on Wednesday.
The program is designed to reinforce the country’s position as a regional energy hub in West Africa. It includes plans for installing 150 MW of battery storage, modernizing the power grid, and strengthening the sector’s institutions.
"This Compact, whose main objective is to develop electricity exchanges in the sub-region, reinforces Côte d’Ivoire's leadership position in this area," Prime Minister Robert Beugré Mambé said. "It is not a simple development program; it is a great alliance between builders of progress."
Côte d’Ivoire aims to achieve 100% electricity coverage by the end of 2025, a goal supported by a 6.8 trillion CFA francs investment plan from 2014 to 2030. This initiative includes major infrastructure projects and social programs like the National Rural Electrification Program and the Electricity for All Program. These efforts helped boost the electricity access rate from 27.9% in 2013 to 65% in 2022.
Despite these advances, consistent electricity supply remains a challenge. A 10% electricity price hike in January 2024 highlighted the economic fragility of the sector, which reported an operating loss of 161 billion CFA francs in 2023.
This new compact follows a previous $500 million MCC agreement signed in 2017 and completed in August 2025. That program focused on modernizing educational and road infrastructure and strengthening technical and vocational education and training.
