Morocco: ANRT orders Maroc Telecom to publish its offer for unbundling before mid-October

(Ecofin Agency) - The National Telecommunications Regulatory Authority (ANRT) has just come out of its wait-and-see position with regards to Maroc Telecom. Indeed, the telecom authority has just ordered the national telecommunications operator to publish before mid-October its offer bulk offer for the access of the competition to its local loop from which they would offer Voice and Data telecommunications services (Bitstream). Maroc Telecom will also have to submit for review and approval by ANRT, latest by end of November 2015, additional services which goal is to further the bulk offer, particularly on the technical level.

Since January 2015, the telecom authority has compelled Maroc Telecom to publish its global unbundling offers. The first proposals from the national operator, disclosed only a few days after the injunction from ANRT, did not meet the expectations of ANRT which then ordered a review of the unbundling terms and conditions offered by Maroc Telecom to be submitted latest b 20th January 2015. Since then, nothing. This was 8 months ago. It is also worth mentioning that with the impeding case of the introduction of 4G in the country, the unbundling, which generated the great displeasure of Abdelslam Ahizoune, president of the Maroc Telecom board of directors, was put on the back burner.

But the news on this crucial element for a free and fair competition in the national telecom sector in Morocco was revived by Michel Paulin, Managing Director of Méditel. In an interview given to the news website Média24, in September, he complained of the delay noticed for unbundling.
