Liberia rolls out 20-year aviation master plan to revive civil aviation

Liberia’s Civil Aviation Authority (LCAA) has launched the Liberia Civil Aviation Master Plan (CAMP) 2025–2045, a 20-year strategic framework aimed at modernizing a sector still weakened by the legacy of civil war and years of underinvestment. The plan focuses on strengthening aviation safety, upgrading infrastructure, and building local technical capacity through specialized training and international partnerships.

The rollout of CAMP comes against a backdrop of persistent structural weaknesses. In the years following the civil war, Liberia faced repeated audits by the International Civil Aviation Organization (ICAO), a loss of airline confidence, and limited international connectivity. A safety audit conducted in 2022 highlighted critical gaps, with the country posting an aviation oversight score of 27%, well below the global benchmark of 75%.

To address these shortcomings, the LCAA stepped up cooperation in September 2025 with ICAO and the Banjul Accord Group Aviation Safety Oversight Organization (BAGASOO). The primary objective is to improve regulatory compliance and oversight capacity. If effectively implemented, the CAMP could help reintegrate Liberia into regional air networks, improve connectivity, and generate new economic opportunities, provided the announced reforms translate into concrete results.
