Togo Updates Aquaculture Legal Framework to Support Sector Growth

On February 20, 2026, national aquaculture and biosafety stakeholders validated a study in Lomé assessing the state of the existing legal system.

The Ministry of Agriculture, Fisheries, Animal Resources and Food Sovereignty initiated the process. Dindiogue Konlani represented the ministry during the proceedings.

The initiative forms part of support from the Japan International Cooperation Agency (JICA), acting through the Fisheries Committee for the West Central Gulf of Guinea. The NGO Oceans Friends International provided technical expertise.

The study aims to adapt legislation to national realities and regional standards. The reform process includes drafting or revising legal texts that incorporate biosafety measures currently absent from the fisheries and aquaculture law.

Authorities intend to align sector growth with improved sanitary oversight.

The reform effort comes amid strong sector expansion.

Dindiogue Konlani stated:“We currently have a production volume of around 3,500 tons, whereas in the 2010s, it was around 120 tons. Commendable efforts have been made with investments supported by our strategic partner JICA.”

Production growth reflects support from agricultural development programs. The Agricultural Sector Support Project and the Aquaculture Development Project in Togo have promoted floating cage fish farming and the distribution of “super male” tilapia.

Authorities aim to reduce fish imports and strengthen national food security.

However, authorities warn that live fish imports and imported feed create sanitary risks. Diseases such as Tilapia Lake Virus and certain bacterial infections threaten fish farms and aquatic ecosystems.

Authorities cite areas such as the Nangbéto dam as vulnerable zones. Consequently, the government seeks to regulate sector expansion while protecting national aquatic resources.
