Chad aims to strengthen digital technology use to improve living conditions for refugees and internally displaced persons, authorities said. The Ministry of Telecommunications and Digital Economy unveiled the strategy on December 3, 2025, during a virtual meeting with the International Telecommunication Union (ITU), UNHCR, and the UN System.
“The government leverages digitalization to break isolation: enhancing networks around camps, providing solar energy solutions, facilitating telecom access, and creating digital education spaces,” the ministry said in a Facebook post. “These integrated initiatives allow displaced populations to communicate, learn, and rebuild their future.”
The plan seeks to enable refugees to connect with relatives, access information, and pursue education or basic economic activities. Officials stressed that the initiative is not only infrastructural but also humanitarian in nature.
Chad currently hosts over 1.5 million refugees, mostly fleeing conflict in Sudan. To execute the program, the government calls for increased support from international partners and aims to make Chad a model of digital solidarity, showing that crisis-affected environments can provide technological solutions that enhance dignity and resilience.
