Morocco to build national framework for responsible AI

Moroccan authorities are working on a national framework for responsible artificial intelligence. On September 11, the Ministry of Digital Transition and Administration Reform signed an agreement with the National Commission for the Control of Personal Data Protection (CNDP).

The deal provides for the creation of a national AI platform built around large language models (LLMs) and adapted to Morocco’s specific context. Priorities include language, culture, legal framework, and sovereign digital identity. The project aims to deliver generative and conversational AI tools accessible to citizens, businesses, and public administrations while ensuring security and compliance with fundamental rights.

The initiative is part of the “Digital Morocco 2030” strategy. It seeks to harness AI’s potential to improve services for citizens and companies and position the country as a regional leader in AI use cases. According to UK-based Oxford Insights, Morocco scores 41.78 out of 100 on the AI readiness index, ranking 13th in the Middle East and North Africa region.

AI activity is expanding across Africa. A report published in early September by Heirs Technologies said African AI startups raised $1.25 billion between January 2019 and the first quarter of 2025. Morocco’s framework is expected to spur a local innovation ecosystem, reduce reliance on foreign solutions, and boost the country’s appeal to investors and international partners.
