Morocco accelerated the structuring of its e-government ecosystem. Authorities signed eight memorandums of understanding on Tuesday, February 10, in Rabat to launch the operational phase of the “Idarati X.0” project. The government designed Idarati X.0 as a meta-application intended to serve as a unified entry point for digital public services.
The Ministry of Digital Transition and Administrative Reform led the project in coordination with the National Commission for the Control of Personal Data Protection. The initiative aims to structure a full ecosystem around a national digital wallet. This core component will allow citizens to access multiple administrative services through a single interface. The system will rely on the electronic national identity card as the primary authentication mechanism.
The signed agreements committed several public institutions to the initiative. These institutions included the Ministry of Youth, Culture and Communication, the Ministry of Transport and Logistics, the National Social Security Fund, the National Road Safety Agency, and the National Agency for Land Conservation, Cadastre and Cartography. Other administrations also joined the project, reinforcing a cross-cutting approach based on system interoperability.
A Cross-Cutting Approach Based on Interoperability
Authorities designed Idarati X.0 as a meta-application that extends beyond simple service aggregation. The platform aims to redesign user journeys, reduce fragmentation across public digital platforms, and centralize interactions between the administration and citizens. Project leaders planned the rollout across four phases, ranging from an initial benchmark to the estimation of capital expenditures and operating costs. The authorities set the project duration at approximately six months.
Data protection formed a central pillar of the initiative. Authorities emphasized an approach based on “privacy by design” and “security by design.” This approach integrates regulatory compliance and cybersecurity requirements from the earliest technical design stages. The CNDP participates in the process to ensure alignment with national standards on data confidentiality and governance.
This initiative extends the government’s “Morocco Digital 2030” strategy. The strategy aims to accelerate the dematerialization of administrative procedures, strengthen digital inclusion, and improve public service quality. In 2024, Morocco had already placed 600 public services online. These services included 300 for citizens, 200 for businesses, and 100 for public administrations. This progress positioned Morocco among Africa’s leading countries in digital transformation.
Morocco ranked 90th globally and 4th in Africa in the United Nations E-Government Development Index 2024. The country achieved a score of 0.6841 out of 1, exceeding both African and global averages.
Favorable Digital Context
Morocco benefited from a highly favorable digital environment for this initiative. According to DataReportal, the country counted more than 35.3 million internet users at the end of 2025. This figure represented an internet penetration rate of approximately 92% of the population. Mobile connections exceeded 54.9 million, reflecting widespread adoption of mobile technology and large-scale internet access.
