The government of Zambia is seeking to leverage the experience of Kenya in developing the digital economy as African countries accelerate their digital transformation.
In that context, Zambian Minister of Technology and Science Felix Mutativisited Nairobithis week. During the visit, he met with Kenya’s Minister for Innovation and Digital Economy Stephen Isaboke. The discussions focused on several key policy areas, including cybersecurity and the regulation of the digital space.
Officials reviewed Kenya’s legislative framework for cybercrime, including the Computer Misuse and Cybercrimes Act, which regulates the fight against digital offenses and online abuse. They also discussed strategies designed to address disinformation and the spread of misleading content on digital platforms. Moreover, the Kenyan authorities said the consultation extended to other elements of the country’s digital strategy.
“This consultation also covered Kenya’s national artificial intelligence strategy for the 2025–2030 period, digital media governance, press freedom and balanced regulatory approaches aimed at empowering citizens while encouraging responsible use of digital platforms,” the Kenyan Ministry of Information, Communications and the Digital Economysaid.

The meeting forms part of a broader continental cooperation push promoted by the African Telecommunications Union to accelerate Africa’s digital transformation. Several African countries have recently strengthened bilateral digital partnerships. For example, Gabon has sought cooperation with Morocco, while Guinea has turned to Rwanda and Sudan has pursued collaboration with Ethiopia.
Zambian authorities view this type of cooperation as an opportunity to draw lessons from successful digital policy experiences across the continent. Observers often cite Kenya as one of Africa’s most dynamic technology ecosystems, particularly due to its advances in digital services and innovation. In cybersecurity, the country ranks among the continent’s leading references, according to the African Telecommunications Union.
Kenya also ranks third in sub-Saharan Africa in the AI readiness index, with a score of 52.55 out of 100, according to the British consultancy Oxford Insights. Meanwhile, Kenya’s startup ecosystem forms part of Africa’s so-called “Big Four”alongside Nigeria, Egypt and South Africa. According to Partech Africa, Kenyan startups raised $335 million in 2023, $221 million in 2024 and $539 million in 2025.
