Morocco will require all new buildings and housing developments to include fiber-optic connections under a decree published in the Official Gazette on November 6. The measure sets minimum technical standards for linking new construction to public telecom networks.
The government said the move is intended to expand high-speed internet access and support the country’s digital ambitions.
Amal El Falah Sghrouchni, Minister Delegate for Digital Transition and Administrative Reform, said the rule ensures that homes and businesses are connected to fiber from the start. “New buildings will be linked directly to fiber, giving residents and companies access to fast and reliable digital services,” she said.
The requirement is part of “Digital Morocco 2030,” a national plan to build a more inclusive digital economy. It also aligns with the National High- and Very-High-Speed Broadband Plan, which aims to bring 5G coverage to 70 percent of the population and extend fiber connections to 5.6 million households by 2030. Morocco currently has nearly 4 million Fiber-to-the-Home (FTTH) connections.
Telecom operators already share infrastructure nationwide, which has helped improve service quality and enabled offerings of up to 1 Gbps at lower prices.
Officials say making fiber mandatory in new construction will speed up nationwide connectivity, support startups and digital firms, and expand the use of online services in education, healthcare, and public administration. The broader rollout of fiber is also expected to facilitate cloud adoption, remote work, and other high-bandwidth professional applications.
