Mali rolls out new digital tools to modernize public administration

Mali’s Prime Minister Abdoulaye Maiga attended on September 16 the presentation of new digital solutions developed for three ministries: Transport, Health, and Territorial Administration. The tools, created by local companies, are part of efforts to modernize public administration and improve efficiency.

The Ministry of Transport and Infrastructure unveiled Sigui-Dolo, a system for issuing biometric driving licenses and vehicle registration cards with a third license plate. It is linked to TrésorPay and the SYDONIA customs system. A platform for digitalizing toll stations has also been launched, with 10 of 33 sites already modernized. Other systems presented include a digital payment tool for fees and a new system for managing parking at Modibo Keïta International Airport.

In the health sector, the OpenClinic solution was introduced. It centralizes patient records and integrates clinical, financial, pharmaceutical, and statistical functions. Already deployed in several hospitals, it will soon be linked to the national identification system (NINA) and the mandatory health insurance scheme (AMO).

The Ministry of Territorial Administration presented the SIGIP platform, which manages information on associations, administrative staff, and local activities. It also offers collaborative spaces and an updated map of administrative divisions.

These initiatives form part of Mali’s broader digital transformation. The country still lags behind many African peers, scoring 0.3005 out of 1 on the UN E-Government Development Index (EGDI) in 2024, below the African average of 0.4247.

For the state, digitalization is expected to increase revenues, improve oversight, and reduce losses. For citizens, it promises faster, more accessible services with less bureaucracy. Key challenges remain, including scaling up solutions, ensuring interoperability, and driving public adoption. Internet penetration in Mali stood at 35.1% at the start of 2025, according to DataReportal.
