Guinea Revives Stalled Digital TV Project With $77.7 Million in French-Backed Financing

Guinea’s President Mamadi Doumbouya last week signed legislation ratifying loan agreements worth 66 million euros ($77.7 million) to fund the rollout of Digital Terrestrial Television (DTT).

The financing, backed by credit guarantees from French public investment bank BPI France and a loan from the French Treasury, aims to revive a long-delayed project. The funds will support the modernization of infrastructure at Guinea’s national broadcaster, Radiodiffusion Télévision Guinéenne (RTG), the construction of new studios, and the expansion of the country’s digital broadcast network.

The DTT project will also support the construction of five regional radio and television studios in Kindia, Boké, Labé, Kankan and Nzérékoré. Fifteen DTT/FM transmission sites will be rehabilitated or newly built. The program will include training for technicians in Guinea and France to ensure proper use and long-term maintenance of the new equipment,” the communications ministry said.

Guinea has struggled for nearly two decades to complete its transition from analog to digital broadcasting. International Telecommunication Union deadlines, which expired on July 31, 2025, have been missed. DTT coverage remains limited and largely concentrated in the capital.

Authorities say the rollout aims not only to improve broadcast quality but also to reduce disparities in access to information and strengthen public broadcasting.
