Recently appointed as head of the Moroccan Agency for Digital Development (ADD), Amine El Mezouaghi has outlined the main priorities of his mandate through 2030. He presented the agency’s new direction in an interview published on December 19 by Agence Maghreb Arabe Presse (MAP).
Aligned with the national Morocco Digital 2030 strategy, the ADD’s new roadmap is built around a pragmatic and gradual approach, focused on high-impact initiatives. In the short term, the agency plans to strengthen digital governance by improving coordination between public and private stakeholders, with the aim of ensuring greater coherence and effectiveness in ongoing projects.
One of the central pillars of the strategy is accelerating the digitalization of public services. The ADD intends to support public administrations in simplifying user journeys, developing secure digital platforms for data exchange, and improving the overall citizen experience. Projects such as the rollout of a digital wallet and the strengthening of the Idarati portal are designed to make access to administrative services smoother for both citizens and businesses.
Innovation and the digital economy also feature prominently among the stated priorities. The agency plans to support the startup ecosystem through a structured “Startup Policy” that promotes experimentation, partnerships, and the integration of startups into digital transformation projects. This push targets several key sectors, including fintech, healthtech, edutech, and govtech.
Reducing the digital divide is another strategic focus. The roadmap includes the creation of regional ADD offices to localize digital policies, particularly in rural areas and among vulnerable populations. Targeted training and awareness programs are expected to complement these efforts and encourage wider adoption of digital tools.
“The agency aims to become a reference institution, committed to deploying national strategies for sovereign and trusted digital transformation, based on a demand for excellence, the mobilization of ecosystems and stakeholders, and a focus on delivering innovative, high-impact solutions,” Amine El Mezouaghi said.
