Morocco’s Minister of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, met last week with David Almirol, Undersecretary for E-Government at the Philippine Department of Information and Communications Technology. The discussion focused on opportunities for cooperation in e-governance, digital public services and data-sovereignty infrastructure.
“The two parties agreed to strengthen their cooperation and expand exchanges of expertise. They expressed their shared commitment to move toward joint digital sovereignty and to build more efficient, accessible and citizen-centric public services,” the Moroccan ministry said.
The meeting forms part of the “Digital Morocco 2030” strategy, which aims to modernize public action through innovation, data and artificial intelligence. The Philippines highlighted their experience in e-government, built on a pragmatic approach centered on speed of execution, resource pooling and proximity to users.
UN data rank the Philippines among the countries with a high E-Government Development Index. In 2024, the Philippines scored 0.7621 out of 1 on the EGDI, compared with the global average of 0.6382. Morocco scored 0.6841 that same year.
The Philippines therefore appear as a partner with advanced expertise in e-governance, offering Morocco a model to draw on as its digital-government projects.
