Chad’s ministry of telecommunications, digital economy, and public administration digitalization announced on January 28 the signing of two cooperation agreements with Azerbaijani institutions. The deals were concluded during an official mission to Azerbaijan led by minister Boukar Michel, on January 26.
The first agreement was signed between Chad’s Information and Communication Technologies Development Agency (ADETIC) and Azerbaijan’s Innovation and Digital Development Agency (IDDA). It aims to strengthen bilateral cooperation in digital transformation, innovation, e-government governance, and electronic communications regulation. It also covers the promotion and export of digital products and services.
The second deal brings together Chad’s Electronic Communications and Postal Regulatory Authority (ARCEP) and IDDA. It focuses on electronic communications regulation, the exchange of regulatory best practices, the modernization of digital governance, and the development of a more secure digital ecosystem. The agreement also includes training programs, pilot projects, and joint participation in international digital sector meetings.
These agreements form part of Chad’s national strategy to modernize public administration, structure the digital ecosystem, and strengthen the regulatory framework for the sector. They are also expected to support Chad’s integration into the regional and international digital economy through skills transfers and technical partnerships.
The partnership with Azerbaijan reflects its strong performance in digital governance. In 2024, the country scored 0.7607 out of 1 on the E-Government Development Index, well above the global average of 0.6382. The result is supported by scores of 0.7233 for human capital, 0.7386 for online services, and 0.8203 for digital infrastructure, compared with global averages of 0.6494, 0.5754, and 0.6896.
