Guinea has launched a new digital platform to improve how it manages its higher education system, as part of a broader push toward data-driven governance.
The platform, called Walisé, was introduced on Saturday, March 28. It is designed to centralize and analyze data from universities and other higher education institutions.
Walisé brings together several tools, including a statistical directory, decision-making dashboards, a mapping system for institutions, and project monitoring and evaluation features. Authorities also plan to roll out a virtual campus to support academic use.
“This platform is not just an IT tool,” said Diaka Sidibé, minister of higher education and scientific research. “It is a real decision-support system that will help structure and centralize sector data, provide visibility on key information, strengthen analysis and forecasting, and move us toward evidence-based management.”
The initiative goes beyond digitization alone. It reflects a broader effort to modernize public administration and improve Guinea’s standing in global digital governance rankings.
According to the United Nations Department of Economic and Social Affairs, Guinea scored 0.4008 out of 1 in the 2024 E-Government Development Index (EGDI), below the African average of 0.4247.
With Walisé, authorities aim to move away from fragmented and often unreliable management practices. The goal is to build a system grounded in data, offering clearer visibility on student numbers, infrastructure, and institutional performance.
