Funding targets financial inclusion through Morocco’s insurance sector
Program focuses on underserved populations, including women and youth
Support includes digital innovation and technical assistance for market operators
The African Development Bank Group has approved a $510,000 grant to Morocco’s Insurance and Social Welfare Supervisory Authority (ACAPS) to support the deployment of innovative technologies and strengthen financial inclusion in the country’s insurance sector. The funding, signed on April 24, 2026, is provided through the Africa Digital Financial Inclusion Facility. It will be combined with a $170,000 counterpart contribution from ACAPS. The authority will use the resources to expand access to insurance services among underserved populations, with a focus on women and young people.
The intervention targets structural barriers limiting the uptake of insurance products, particularly constraints related to access, understanding and usage. It will support the development and integration of InsurTech solutions, while providing technical and methodological assistance to help traditional operators adapt to evolving market conditions. “This intervention will actively contribute to the implementation of Morocco’s National Financial Inclusion Strategy. In particular, it will strengthen the protection and economic inclusion of the target populations through a more inclusive and diversified insurance offering and better-adapted insurance products. It will also help raise awareness among stakeholders and adapt the regulatory framework to support innovation and foster the emergence of new distribution channels,” the AfDB stated in a press release.
The program also aims to support market players in designing insurance products that are more accessible, transparent and better aligned with user needs. In parallel, it includes measures to foster the emergence of new distribution channels and strengthen stakeholder awareness around insurance services. “The support provided today by the African Development Bank Group to ACAPS through ADFI marks an important milestone in our efforts to promote digital innovation and financial inclusion in the Kingdom of Morocco,” said the Country Manager of the African Development Bank in Morocco, Achraf Tarsim.
ACAPS, the regulator of the insurance and social welfare sectors in Morocco, will also work on adapting the regulatory framework to accommodate innovation within the sector and improve the effectiveness of supervision.
The initiative is part of Morocco’s broader financial inclusion strategy, which aims to expand insurance coverage and improve access for underserved populations. It also aligns with ongoing reforms of the country’s social protection system. In July 2025, Morocco consolidated its basic mandatory health insurance schemes under the National Social Security Fund (CNSS), as part of a wider effort to improve efficiency, transparency and access to healthcare. This reform falls under Framework Law 09.21, which seeks to progressively extend universal social protection coverage and integrate previously fragmented schemes into a unified national system.
