Azerbaijan and Egypt Sign Energy Deal to Deepen Oil and Gas Cooperation

Azerbaijan’s state energy company SOCAR and Egypt’s EGPC signed a framework agreement on March 31 to define key areas of cooperation in the oil and gas sector. The deal was concluded on the sidelines of the Egypt International Energy Conference and Exhibition (EGYPES 2026).

The agreement sets out a long-term, multi-faceted partnership covering major segments of the hydrocarbons industry. It is part of broader discussions on strategic sector issues, including energy security, sustainable development, renewable energy, and the integration of advanced technologies.

In this context, SOCAR Deputy Vice President Vitaliy Baylarbayov took part in a panel on the reconfiguration of global energy trade flows. He highlighted Azerbaijan’s role in Europe’s energy security, pointing to major projects developed by the country.

These include the Southern Gas Corridor, a key export route supplying gas to Europe. One of its main components, the Trans Adriatic Pipeline, has been fully operational since December 2020. According to SOCAR, Azerbaijani gas is now exported to 16 countries, including 10 European Union member states.

Egypt, for its part, has been working for several years to position itself as a regional energy hub, with ambitions to play a key role in supplying gas to Europe.

The agreement comes at a time of global energy realignment, reflecting efforts by producing countries and regional players to strengthen partnerships, secure supply, and diversify export markets. It also underscores the growing importance of intergovernmental cooperation in structuring energy value chains.

The success of this partnership will depend on the ability of both sides to implement the agreed areas of cooperation, as well as on evolving regional and global demand for hydrocarbons and the broader dynamics of the energy transition.
