Togo has launched an international tender to build solar mini-grids in 27 villages in the Plateaux region, marking a new step in its rural electrification drive.
The call for bids, issued by the Togolese Agency for Renewable Energy and Rural Electrification (AT2ER), is part of a broader program aimed at bringing electricity to 317 localities nationwide. The initiative is financed by the Islamic Development Bank under a loan agreement signed in March 2022.
The contract is divided into two lots. Lot A covers 11 villages, including Ona, Doumé, and Eketo. It includes the installation of 1,295 kilowatts-peak of solar capacity, supported by 2,520 kilowatt-hours of storage, along with around 39 kilometers of distribution network and 241 public lighting points.
Lot B targets 16 villages, including Assanouboui, Saraga, and Brounfou. It involves 1,030 kilowatts-peak of solar capacity, 1,850 kilowatt-hours of storage, and more than 54 kilometers of network, with 334 public lighting points. Backup generators are planned under both lots. Each contract is set for a 12-month execution period.
Companies may bid for both lots, but only one lot will be awarded per bidder.
Participation conditions are strict. Interested firms must purchase the tender documents from AT2ER for a non-refundable fee of CFA100,000 for local bidders or €153 for foreign applicants without a local presence. Each bid must include a bank guarantee of CFA50 million per lot. Electronic submissions are not accepted.
The deadline for submissions is May 26, 2026, at 10:00 GMT, with bids to be opened 30 minutes later in the presence of bidders’ representatives.
Electricity access in rural areas remains one of Togo’s biggest challenges, with a large share of the agricultural population still living without a connection to the grid. Solar mini-grids—cheaper and faster to deploy than conventional high-voltage lines—have become the government’s preferred solution to close this energy gap.
