Morocco Advances Road Modernization Plan With New $270M A31 Highway

Morocco's national highways company ADM has opened the Tit Mellil-Berrechid (A31) highway, a 2.5-billion-dirham ($270 million) project, the company announced this week.

The 30-kilometer road links the Casablanca bypass (A1) at Tit Mellil with the Casablanca-Marrakech (A3) and Berrechid-Beni Mellal (A4) highways.

The project includes two interchanges, four viaducts crossing the Zririf, El Fayda and El Himer wadis, and 24 structures to keep local roads connected.

With initial traffic estimated at around 20,000 vehicles per day, it is expected to ease congestion in Greater Casablanca, cut travel times for traffic coming from the north and east, and improve safety at a key junction in the national network, according to ADM. It also offers an alternative access route to Mohammed V International Airport.

The opening of the A31 is part of a national plan launched in 2024 to modernize and expand the highway network, which targets 1,200 km of upgraded roads by 2033. The program was backed in March 2025 by a 12.5-billion-dirham investment agreement between the state and ADM for the 2025–2032 period.

According to a sector report presented by the government in December 2024, Morocco’s highway network has expanded significantly over the past 25 years, from 80 km in 1999 to 1,800 km last year. The paved road network now totals 58,000 km, including 2,164 km of expressways.
