Côte d’Ivoire: INP-HB, HABG Partner on Anti-Corruption Training

On September 16, 2025, the High Authority for Good Governance (HABG) and the Félix Houphouët-Boigny National Polytechnic Institute (INP-HB) signed a memorandum of understanding (MoU). This agreement aims to establish a comprehensive training program focused on governance, ethics, and anti-corruption measures.

Under this MoU, both institutions intend to develop an Executive Master's in Compliance and Anti-Corruption. This program seeks "to train competent and responsible executives, capable of integrating principles of compliance, ethics, and integrity into public and private management," according to a joint statement.

Zoro Bi Ballo Epiphane, President of HABG, emphasized the convention marks the beginning of an enduring collaboration and a shared commitment to promoting integrity within both institutions. He added, "The fight against corruption cannot be reduced to a matter of repression. It is, above all, a work of awareness, an effort of education, an exercise of accountability at all levels."

In 2024, HABG implemented the 2024–2028 National Anti-Corruption Strategy. This strategy aims to eradicate corruption through a coordinated, inclusive, and multisectoral approach. Its primary goal is for Côte d'Ivoire to achieve a score of 50/100 in Transparency International's Corruption Perception Index. The strategy focuses on optimizing the legal and institutional framework, enhancing internal and external controls, and improving public administration performance and transparency.

Côte d’Ivoire ranked 69th out of 180 countries in Transparency International's 2024 Corruption Perception Index.
