Niger to launch Automobile Guarantee Fund in January 2026

Niger’s Automobile Guarantee Fund (FGA) is expected to begin operations on January 1, 2026, according to the final report presented in mid-October 2025 to Mamane Sidi, Minister Delegate to the Prime Minister in charge of the Budget, by the ad hoc committee overseeing its implementation.

The fund’s main mission is to compensate victims of road accidents when the driver responsible has no insurance or flees the scene, in line with the provisions of the Inter-African Conference on Insurance Markets (CIMA) Code.

The committee outlined the remaining steps for the fund’s full launch in 2026, including the signing of a decree establishing the compensation framework, appointment of FGA management, allocation of the state’s initial endowment, and provision of premises for the fund’s headquarters. These measures aim to make the FGA operational and align Niger with CIMA community commitments.

A legal framework years in the making

The FGA was created under Law No. 2014-65 of November 5, 2014, as a public social institution. Its statutes were approved in January 2017, but implementation had been delayed. To accelerate progress, a ministerial decree on January 13, 2025, established an ad hoc committee tasked with drafting regulatory texts, proposing financing arrangements, and preparing administrative and logistical conditions for the fund’s launch.

Funding and prospects

According to the committee’s report, the FGA will be financed by two main contributions: 2.5% of “automobile civil liability” insurance premiums will be deducted from insured drivers and transferred to the fund by the 15th of the following month, and 1% of net premiums and fees will be paid by insurance companies by July 31 each year. These revenues will be supplemented by an initial state endowment approved by the committee.

The committee also conducted a study mission in Senegal to consult with the management of the Senegal Automobile Guarantee Fund and gather documentation on financial management, claims processing, and inter-insurer compensation systems. The launch of the FGA will mark a key milestone for Niger in strengthening road safety and protecting uninsured road users.
