Rwanda’s Minister of ICT and Innovation, Paula Musoni, met with Japan’s newly appointed ambassador to Kigali, Nakajo Kazuya, for talks focused on digital cooperation. The meeting was disclosed by Rwanda’s ICT ministry in a post on X on February 14, 2026.
Discussions covered existing partnerships between the two countries and new areas of collaboration, particularly in human capital development and strategic fields such as data and artificial intelligence. These sectors are central to Rwanda’s national digital transformation strategy.
Kigali is leveraging emerging technologies to strengthen its position as an innovation hub in East Africa. Building local skills in data science, software engineering and AI is viewed as a key lever to attract technology investment and enhance economic competitiveness.
Between 2013 and 2023, Rwanda attracted nearly $820 million in foreign direct investment. The country is relying on modern infrastructure and international partnerships to accelerate its digital transformation.
For Japan, the engagement fits within a broader strategy of economic and technological diplomacy across Africa. Tokyo has recognized expertise in robotics, AI and digital engineering, which could support Rwanda’s efforts to modernize public services, develop smart cities and advance industrial transformation.
Beyond diplomatic exchanges, the meeting could pave the way for new training programs, skills transfers and academic or industrial partnerships. Rwanda has already established partnerships with U.S. companies including Oracle, Starlink and Cisco as part of its digital expansion strategy.
