Pilot allows users to connect to any operator when coverage is weak
Initiative targets “white zones” and gaps in network coverage
Program runs through May 15 across six locations in five provinces
Mozambique has launched a pilot phase of national roaming, allowing users to access telecom services through any available network when their own provider’s coverage is limited.
The initiative, announced on April 23 by the country’s communications regulator (INCM), aims to reduce the digital divide and expand access to basic telecom services. The pilot will run through May 15 and covers voice and SMS services in six locations across five provinces.
During this phase, the regulator and operators will focus on technical monitoring, service quality, and interoperability between networks to ensure a smooth rollout in later stages.
Under the system, subscribers of the country’s three main operators—Tmcel, Vodacom, and Movitel—can automatically connect to another operator’s network when their primary network is unavailable or weak.
In practice, this means a user in a poorly covered area will switch seamlessly to a partner network without any action required, allowing them to continue making calls and sending SMS as if they were on their home network.
“The main objective is to eliminate ‘white zones’ and ensure better connectivity for more citizens across the national territory,” the regulator said.
The move comes as gaps in coverage persist. In 2024, 4G networks reached about 84% of the population, according to the International Telecommunication Union. Coverage for 3G and 2G stood at 86% and 88%, respectively.
Mobile usage also remains uneven. DataReportal estimates that Mozambique had 19.1 million mobile subscribers at the end of 2025, representing a penetration rate of 53.1%. Internet usage was significantly lower, with about 7.12 million users, or 19.8% of the population.
