PostCom connects buyers and sellers through Uganda’s national postal system
The platform integrates online trade with postal logistics for nationwide delivery
Regulatory oversight is handled by the national communications authority
Uganda launched, April 21st, PostCom, a state-backed e-commerce platform operated by Posta Uganda to digitize the country’s postal network and create a national online marketplace for goods and services. The platform allows individuals and businesses to list products and services online while using the existing postal infrastructure for delivery across the country.
According to the Uganda Media Centre, the platform is designed as a combined marketplace and logistics system, where Posta Uganda handles distribution while users conduct transactions through the digital interface.

Regulatory oversight is provided by the Uganda Communications Commission, which is responsible for ensuring operational standards, safety, and compliance within the digital transaction system.
PostCom is an integrated e-commerce and logistics system built on Uganda’s existing postal infrastructure. It enables sellers to list goods and services online while relying on Posta Uganda for delivery and distribution across the country. The system connects buyers and sellers through a centralized marketplace and uses the national postal network to manage last-mile delivery, particularly in areas where private logistics infrastructure remains limited.
The PostCom platform, seen by Ecofin Agency, introduces a structured catalogue of product categories designed to organize digital trade across both urban and rural markets. It groups offerings into Agro Products, Art and Crafts, Fashion, Food and Beverages, Furniture and Home Décor, Gifts, and Health and Beauty, creating a broad consumer marketplace that reflects common high-demand e-commerce segments in the country. The prices are allocated, the product description and a review section. Purchases work with the cart system used by platforms such as Shein where users can stock multiple orders into a virtual basket then purchase at once.
The platform also extends beyond domestic trade by allowing access to international markets. According to Posta Uganda, sellers are able to reach customers in up to 192 countries through existing international postal and logistics partnerships.
The marketplace is designed to support both urban and rural participants, with delivery facilitated through Uganda’s postal network. This structure is intended to expand access to e-commerce for businesses outside major commercial centers.
PostCom operates as a state-backed digital marketplace in which the government, through Posta Uganda, manages both the platform and the logistics network. Private users and businesses provide goods and services, while the state oversees infrastructure and regulatory compliance.
The structure places postal services at the center of the country’s e-commerce strategy, combining digital marketplace functions with physical delivery systems under a unified national platform.
In comparison, Uganda’s current e-commerce ecosystem is largely led by private platforms such as Jumia, which dominates formal online retail, and Jiji, which facilitates peer-to-peer classifieds without handling logistics. Unlike these models, PostCom integrates product listing and delivery within a single state-operated infrastructure, using the postal network as the logistics backbone. This positions the platform as a hybrid model where government infrastructure replaces third-party delivery systems.
